Basic Geography lesson

I'm not sure how to go about this one, but here goes.

It drives me nuts that you see two types of addresses in the media.

One address type is for everyone in the world who knows that, unless explicitly pointed out, all cities and towns are in the USA. eg. You always see "Chicago, Illinois" or "Orlando, Florida" as the name of the city.

However, as soon as a city is in Canada, it's all one nebulous lump and addresses suddenly change to "Edmonton, Canada" or "Toronto, Canada".

Last time I checked, there weren't too many places that had a state or province called "Alberta" or "Ontario".

What's the big hardship in identifying an address properly? Is it because there are 230 million odd people out there that don't know that "Toronto, Ontario" is actually IN Canada?

I don't get it. And it just makes me crabby.
